FREE Home Weatherization Application Assistance for ELIGIBLE HOMEOWNERS & RENTERS IN St. gabriel

The Center for Planning Excellence is assisting income qualified Louisiana residents with applying for free home weatherization administered through the louisiana housing corporation.

The Center for Planning Excellence and Councilman Ronald Grace, Sr. are hosting two application assistance events for St. Gabriel residents interested in applying for home weatherization. The steps to apply are as followed:

  1. Attend the optional Weatherization Informational Sessions in preparation for the Weatherization Application Assistance Events. The Weatherization Informational Sessions will provide more information on the weatherization program, the application process, the weatherization process and timeline, and the Application Assistance Events. Weatherization Informational Session details:

    March 7, 2023 & August 30, 2023

    5:30 - 7 PM

  2. Check the Income Eligibility Chart provided below to make sure you qualify for home weatherization measures.

  3. Gather all required documents listed below and bring copies of each document to the Weatherization Application Assistance Event.

    (If you are unable to make copies of the required documents prior to the event, a copier will be available onsite.)

  4. Download and complete the Weatherization Assistance Application and bring it to the Weatherization Application Assistance Event.

    (If you are unable to make print and complete the Weatherization Assistance Application prior to the event, a printer will be available onsite.)

  5. Attend the Weatherization Application Assistance Events with all required documents. CPEX and representatives from the Louisiana Housing Corporation will review applications to ensure all necessary information is completed before submission. Weatherization service providers will also be on site to answer questions and collect applications. Weatherization Application Assistance Event details:

    REGISTRATION IS REQUIRED TO ATTEND THE WEATHERIZATION APPLICATION ASSISTANCE EVENT

The following documents are required to submit a Home Weatherization Application. Please make copies of each document and include with your application (If you are unable to provide each document, submit your application with the documents you have and a weatherization service provider case worker will follow up with you to complete your application). Please note that incomplete applications will cause delays.

  • Completed application with all required signatures

  • Copy of picture ID for any household member over 18 years

  • Copy of social security cards for all household members

  • Copy of most recent gas or electric bill

  • Proof of income for all household members over 18 years. This may include:

    • Last four paystubs,

    • Retirement documentation

    • Disability documentation

    • Or most recent social security award letter

  • If anyone in the household is over 18 years and does not have income:

    • A Zero Income Statement Form must be completed. If they are a student, then the form does not have to be completed but they must provide a student ID

    • If a person with no income lives alone, a Zero Income Statement form, Zero Income Supplemental Sheet and Statement of Contributions must be completed (these forms are included in application)

  • Renters: Completed Lessor/Owner Agreement form (form included in application)

  • Homeowners: Proof of home ownership

The Weatherization Assistance Program is free to those who qualify. Review the income Eligibility Chart to see if you are eligible.

Home weatherization improves heating and cooling efficiency your home at no cost. The process is tailored to each house for maximum cost savings with a goal to reduce energy costs and improve the comfort level, air quality, health and safetyof household members.

Cost-effective efficiency improvements can reduce energy consumption in low-income households by 13% to 31%. Lower income households tend to carry a larger burden of energy costs, typically spending 13.9% of total annual income, compared to 3% for non low-income households. Implementing cost-effective energy efficiency measures can help to reduce high energy burdens for households, freeing up money for other vital budget items. U.S. Department of Energy

  • Weatherization installs the latest energy saving measures that older homes may not have

The home weatherization process takes 3-4 weeks.

  1. Once approved, there will be a pre-inspection of the home (weatherization crews use computerized energy audits and diagnostic equipment to determine existing conditions-- average 1-2 hours at home)

  2. A report on collected data is collected to determine the most cost-effective measures for each home

  3. A work order is released for the contractor to service you home

  4. Post-inspection (review work and ensure satisfaction)

  • Installing insulation in the walls and attics (two-part foam insulation)

  • Sealing and repairing ductwork

  • Tuning and repairing heating and cooling units

  • Sealing windows, or replacing missing window panes

  • Replacing or installing LED light bulbs, AC filters, shower heads, carbon monoxide detectors, and smoke detectors

  • Blanket wrapping water heaters

  • Repairing, replacing or installing kitchen hood vents

  • Replacing refrigerators (low percentage of applicants)

  • Installing AC window units
